Site Alteration Permit Information
Depending on the type of works you are proposing on your property, you may require a Site Alteration Permit to ensure that you, your neighbours or the environment are not adversely affected.
Site Alteration Permits are administered by the Building and By-laws Department to ensure that the works on the private property will not result in:
- soil erosion;
- blockage of a watercourse;
- siltation in a watercourse;
- pollution of a watercourse;
- flooding or ponding on abutting land;
- detrimental effect on the natural environment of the area;
- a detrimental effect on environmentally significant areas identified by the Conservation Authority or the Ministry of Natural Resources
- any contravention of regulations, standards or guidelines established pursuant to Environmental Protection Act;
- any contravention of the Ontario Heritage Act R.S.O. 1990, c 0.18;
- an unacceptable level of waste or a nuisance in the Town.
In order to obtain a Site Alteration Permit you must submit a complete application attached in Schedule "A" of By-law 2009-052 accompanied by a detailed plan complying with the requirements set out in Schedule "B" and pay a fee in accordance with Schedule "C"of By-law 2009- 052.
Requirements for Permit Application Submission:
By-law No. 2009-052 requires that a permit be obtained for site alterations, as defined therein. A site plan is required to support such an application by the land owner and by-law stipulates the information to be contained thereon.
The site plan shall contain the following information:
- Existing contours (as exists prior to commencing any site works)
- Proposed spot elevations, sufficient to indicate the extent of work
- Locations of all siltation controls (i.e. silt fence, rock check dams, etc.)
- Proposed new driveway locations, drainage facilities, or other features to be constructed on the site
- Existing tree and vegetation cover; including areas to be impacted.
- Appropriate notes concerning the staging of work and/or grading construction details.
- Schedule B of the by-law provides further details.
- The submission should also include the following additional items:
- A breakdown of the estimated cost to complete the work, including earth moving, erosion controls, stabilization and restoration works.
- A copy of a permit from the Conservation Authority, where required.
- Copy of permits from other affected agencies, road authorities, etc., where appropriate.
- Permit fees in accordance with Schedule C.
